Riot is being tentative with balance changes in this cycle and some of the most meta influencing champions and runes are being changed but only ever so slightly.

8.3 Patch Download Lol
  1. League of Legends in different language. Recently, I posted how to change language to Korean for non-Korean servers such as OCE or NA. It was due to my personal need because Riot has changed few things on 8.3 patch and previous patch method did not work anymore. Then I had few people ask for language patch for different servers as well, so here.
  2. Patch 8.3.0: Visions of N'Zoth is the third upcoming major content patch of Battle for Azeroth, announced on October 7, 2019. On December 19, 2019, it was announced that it will release on January 14, 2020. The patch was deployed on the Public Test Realm on October 7, 2019. Last patch notes update: 2020-01-14.

The Inspiration rune tree is getting the most changes, as expected. Stopwatch craze is bound to continue as the rune didn't get nerfed at all. It was however moved to the same tier as Magical Footwear so if you opt out for the get out of jail free card, you will no longer get free boots with it.

You will still have Future's Market in the second tier that will let you compensate for the loss of the free boots, as being able to get loans to catch up with opponent's items or gain an upper hand in lane will eventually pay off. Unsealed Spellbook is still there, but the CDR on summoner spells is now 15 per cent down from 25. It will remain relevant in the meta.

Riot Games Swain, the Noxian Grand General (League of Legends)

The moment has come - creepy birdguy Swain is getting a full VGU treatment. Certain indications about widespread Harry Potter fandom at Riot Games were already present, such as Rabadon's Deathcap bearing many similarities to the sorting hat, but this change might be the one that will bring J.K. Rowling to their doorstep, lawsuit in hand.

Aside from visual update, his gameplay is also largely altered. He may prove to be broken, as the current scaling and base damage of his abilities is rather high. Swain's Q ability acts like a magic shotgun blast that will deal up to 348 + 0.96AP at max rank. With 700AP you will be able to slash an enemy carry's health in half assuming you bought Liandry's Torment, Sorcerer's Shoes and Void Staff for maximum spell penetration. Consider running him when your jungler picks Ivern as his root will let you knock your enemy towards you and move you point blank for a maximum damage blast, all with one right click. This ability essentially lets him burst squishies on top of being a super mage tank.

Riot Games Swain rework, League of Legends

Swain's W , Vision of Empire (Rito grammar) - is an ability that is somewhat hard to land, with a similar skill shot mechanic to his old W, Nevermove. It is considerably easier though with the new Nevermove which was moved to E, as it will root the enemy in place for 1.5 seconds even on rank 1.

The great thing about Vision of Empire is that it reveals invisible units for 4/5/6/7/8 seconds, depending on the rank. If you had trouble with countering the likes of Akali, Vayne or Kha'zix simply because you couldn't click on them due to their stealth abilities then this spell is the answer to your prayers. Land a quick E-W combo and just burst them with your Q as they remain unable to go invisible and run away from you. It is worth nothing that Nevermove now behaves like Ahri's Orb of Deception and is easier to land than before, but the ability only roots the first champion it hits on its way back to you.

Swain's R now gives him a flat amount of additional health in addition to draining surrounding enemies' HP, limited to a maximum of 3 enemy champions. After draining 150/300/450 HP you gain the ability to cast Demonflare that will end his transformation and deal splash damage to all enemies around him. The damage will depend on the number of Soul Fragments previously collected from Swain's passive and W. Scaling is fairly high and Swain might just prove to be similar to Vladimir - a tanky mage with high sustained damage. Their differences are reflected in Swain's regenerative powers being limited to his R that now has 120s cooldown but the burst and crowd control potential is higher than Vlad's and the right conditions for deleting squishies will be met more often.

For the exact numbers on his abilities you can consult , that has already updated his info.

Riot Games Urgot and Vladimir, League of Legends

Naturally, the massive update on the champion rework didn't stop Riot from working on regular champion balance, but it remains to be seen if the balance changes will have the desired effect.

Azir got hit by the nerf bat, and his early game power is going to suffer as a result of higher cooldown on his Q. Jhin is getting some love as he disappeared from meta in favour of hyper carries. He was still viable but the damage buff to his ulti is an attempt to bring him up to par with the meta carries.

Katarina's damage from picking up daggers was reduced but she will still one shot you, so keep either banning or picking her. Same goes for Zoe. I hate Zoe with all of my heart but it appears Riot doesn't. Her power barely got dented, as she will now be able to one shot you only once every 8.5/8/7.5/7/6.5 seconds. It's a 1s change on the first rank and 0.25s on max rank.

Surprisingly, the top lane dominators Vladimir and Urgot didn't get touched in this patch which adds them to the ban/pick list. There was a big list of changes/reverts planned for Rengar but all of it got postponed for a later patch. Until then the carries will have to deal with his current state. Best protection against this catman was always a good support, make sure you get one.

Teamfight Tactics Mobile Update

Here's an update on TFT mobile from the dev team - 'We’re starting closed beta testing in a few countries today and are aiming to launch in March!'
'Teamfight Tactics is coming for your phones in March, but for a few of you, it's actually coming a bit sooner.
Over the next few weeks we'll be testing the mobile version as a closed beta in a handful of countries around the world. If you see a friend, family member, or dog playing TFT on their phones, do not be alarmed: They're probably in one of the test countries. The beta will expand a little bit over the coming weeks. However, as we mentioned at the start of the year, we're still aiming to get the first big group of folks mobile access for the first time in March. The details on that launch will come later.
As a reminder, if you're on Android you can still pre-register in the Google Play Store. If you'll play on Apple you can sign up for updates here.
Our Approach
In most countries, Teamfight Tactics will be a cross-platform game with shared inventories, progression, and rank. This means it’s important to us that TFT looks and feels like the same game on PC and mobile. While the play experience may vary slightly, we believe no one should be disadvantaged from their choice of platform.
Playing TFT should feel intuitive and familiar when switching between mobile and PC. It’s all about when and where you want to play!
What Are Some of the Differences Between TFT Mobile and PC?
The out-of-game experience
When we set out to bring TFT to mobile, we immediately realized that the existing out-of-game experience for League is not mobile-friendly. So, we decided to make a new one that would be tailored to TFT and your mobile devices. The new experience is all about one thing: getting you into the game.
As part of this streamlined approach, the TFT mobile client initially supports social (lobbies, friends, and invites) as well as the ranked system and the progression pass. We will be adding more functionality steadily over time.
The overall visual style
We shifted the visual style in a few areas to make things clearer and easier to use. We're trying to be as true to the PC experience as possible while doubling down on the things TFT does really well, like creating a brighter and more approachable aesthetic.
In-game items and Champion Shop
In order to make items more 'finger-friendly,' TFT mobile has a dedicated items inventory panel. From there, you'll be able to drag to preview, equip, and combine items the same way you do on PC!
The in-game Champion Shop can’t remain open all the time without compromising the battlefield, so instead, the shop is opened and closed with a button. The shop automatically opens at the beginning of every round, appearing near the top of the screen so that you can still position your champions while buying and selling. In addition, the stage tracker only shows the time left in the current phase while the Store is open to make sure you have a complete view of your battlefield.

Expressing yourself
In-game chat would need to occupy a large section of a phone screen, especially when the keyboard is open. We felt it was more important to prioritize gameplay parity, so in-game chat on mobile is not supported at this time.
But what about spamming your favorite emotes or screaming with Silverwing over and over and over again? Never fear, you'll be able to dance, taunt, emote and otherwise express yourself through a dedicated Little Legend emote menu that has been newly redesigned for touchscreens. (Pings and emotes remain unchanged on PC.)
What’s Not Changing?
Pretty much everything else. The gameplay, game systems, balance updates, new sets, ranked—all the things you've come to love about Teamfight Tactics are remaining the same. It's really important to us that your experience remains true, no matter where you play.
That's It
We're excited to get Teamfight Tactics into all of your literal hands, and we'll be back later with more of the specifics. For now, and assuming all this testing goes smoothly, expect the full launch in March.
A Few Specifics
Will I be able to buy stuff?
  • While we will not initially be launching with a store in the client, one of our top priorities is making it so that you can engage with all the content TFT has to offer. The store will follow in an update after the launch.
Will my inventory of Little Legends cross over?
  • We built TFT Mobile with existing players in mind. In most regions, if you log in using the same account as on PC, all of your Little Legends, Arena Skins, and other content will carry over. Similarly, anything you earn on TFT Mobile will show up if you choose to play on PC.
  • This will not include China or Southeast Asia. For more information about how TFT will be coming to phones in South East Asia go here.
What kinds of phones can I play on?
  • We're aiming to bring TFT to as many devices as possible. This might vary region to region, but typically you'll find that iPhones 6S or later are supported on the Apple side, while Android fans can expect phones running OS5+ and 2GB of RAM and above to work well. While we tried super duper hard to make Razrs and Sidekicks function, it was just a nonstarter.
Can I play on Tablet?
  • Not at launch, but Soon™. We want the tablet experience to be awesome, but it needs some more time in the oven if we want it to have that great Riot taste.'

Lol Patch 10.25

2020 has started! We’ve got LCS about to start, LoR is soon to enter open beta, Sett is punching an awful lot of things, and everyone loves giant Mechs.
Follow-Ups:
  • Mac voice still not working properly Bug grouped with other Mac bugs. More .plist fun (No progress since last check).
8.3Ongoing
  • Server Transfers Disabled Transfers are disabled until the next platform downtime (likely 10.3), in order to install additional logging and diagnostic tools to improve transfers in the long run.
Server Stuff:
  • Gifting center shows empty buttons instead of friend names(1/24, ~7 hours) Player reports reach the NOC that there are blank buttons in the gifting center, where friend names should be. NOC is able to reproduce the issue, and gifting is disabled while engineering teams fix the problem. A hotfix rolls out and gifting is enabled again on all Riot regions.
  • Riot Status translations not present for champion disables(1/25, ~50minutes) NOC notices that the ticker updates do not contain all required translations needed for a variety of languages. The missing languages are added into the standard responses needed for most problems by the localization team.
  • Sign on problems prevent login(1/27, ~32 minutes) Automated alerting notifies the NOC that sign in problems reach problematic levels. Investigation starts with a triage team, and engineers begin to dig into sign ons. Before much headway could be made, sign ons recover on their own. No discernable root cause is found.
  • Page bug cause champ select failures(1/28, ~402 minutes) NOC is notified that there’s a bug with one stat hook into champion select. Investigation shows that the bug also causes champion select to fail, preventing players from playing. The stat hookup is disabled until the back code can be fixed. The code is fixed several hours later, and the stat hookup is re-enabled.
  • Issues with stats page during champ select(1/29, ~36 hours) The NOC is again notified that there’s a new bug with stats during champ select. In response, stats are disabled for champ select again until a code fix can solve the problem. The problem is solved with a back-end code update the following day.
  • Change to backend session cause players to disconnect(1/31, ~10 minutes) NOC is notified by automated alerting that CCU (concurrent users) is dipping at alarming rates. NOC pages associated teams, but before teams can start to triage possible issues, CCU starts to recover. Post-problem investigation points to a backend change that caused a brief spike in disconnects.
Game Stuff:
  • Potential Sylas bug results in Sylas being disabled in ranked(1/25, ~2 days) NOC is notified of a Sylas bug. Repro efforts are able to remake it, and the call is made to disable Sylas in ranked games on all shards. Messaging is posted, and teams work to create a hotfix to fix Sylas. Several days later, a micropatch rolls out, fixing the bug with Sylas, and he is reenabled in Ranked in order to steal many many many many many more spells.
  • Jhin able to have infinite 4th shots without reloading(1/30, ~16 hours) NOC is notified that players can report firing infinite 4th shots with Jhin. Repro steps find a way to reproduce the issue, and the need for a disable is evaluated by a Producer. The call is made to not disable, but hotfix the problem before it becomes popular. The hotfix rolls out and the issue can’t be reproduced again.
